Where does this vac line attach?

So I finally decide to try and track down the culprit that is blowing #14 fuse; horn, reverse lights, glow plug indicator light and ?
After crawling under the car and not seeing any obvious breaks or shorts on the wire from the kickdown switch to the KD solenoid, I then crawled under the dash to have a look at the wiring there.
Again I could see no obvious wiring issues [which does not mean that there are none] but I did find an unconnected vac line.
This is a small diameter hard black line that is attached to the tee that is hooked to the green topped unit on the end of the IP.
What should this line be attached to behind the dash and would it somehow have anything to do with the blowing fuse issue?

Someone might correct me, but its probably a vent line that's supposed to be open.

I saw that line and one other on my car when I first bought it (85 model). I was sure that the PO screwed something up or some ham fisted moron got in there and rooted around pulling some vac lines off.

Turns out they were both vent lines and most of my vacuum leaks were in the A/C vac. pods, faulty EGR and ARV components and worn/old vacuum elbows.

Looking closely at the vacuum diagram for your particular model makes everything VERY clear.
