Is this power steering?
Is this the power steering Reservoir? How much Fluid should be in it... Currently it's empty but I'm thinking there should be some fluid in there, will normal Power steering Fluid be fine?

Looks like, there may even be a filter in the bottom. Good time to do a flush and fill. On all 123's the manual says 1.5 quarts, US. Just regular power steering fluid is fine.

I'll take a picture of it inside, it looks like there was red fluid, most likely transmission Fluid....

There should be a mark on the white plastic collar indicating FULL. Read this document...it is for a W124 but it should work for this application OK.

For the power steering Reservoir to be this low on fluid,
I would definitely check the system for leaks.

That would be the 124.193 chassis with a 603.690 engine.

Don't use transmission fluid. It can foul things up, badly. A PO of my Dodge used ATF, caused a reaction and a bolus of sludge that meant I lost PS and PB (a quirk of the Dodge). Power steering fluid is cheaper than gummed up steering. As said above, look for a leak, and when you find/fix it, flush the system, replace the filter and go.
