identify?

in this picture, there's a clear Tube that comes from what I assume is the Fuel Filter, and goes to a nondescript part on the engine... What is it? and is it supposed to look that Dirty?

I can't see in your picture what you are talking about but guess that you mean the line from the lift pump to the input of the secondary fuel filter. It tends to yellow with age and also picks up dirt over time. You may clean it if you like but it shouldn't need replacement unless it leaks.
