Climatic Control Working Partially

In my 1987 300TD I'm having some Comfort control Issues. the First being, I do not get air down by my feet, The Second thing being, my Defroster for the front is hot. the Climate wheel has no effect on it's temp when running and the fan speed selector also has no effect on it. despite this, when I have the climate control set to Floor, the Climate wheel works and adjusts the temp quite nicely, The Fan speed selector Works just fine... What could have messed up this time around?

Defrost is always hot.

Your vacuum pods for the floor are probably shot. I stuck a stick into the vent on the drivers side to force it open all the time. Nice easy, cheap fix.

how hard is it to replace said vac pods

Between one and two hours, depending upon your skill level.

You need a mightyvac or vacuum pump for diagnosis of which pods have failed.

I have access to a Vac pump... I am assuming I will have to take apart the lower dash and possibly the middle console?

If you use a vacuum pump, and it is quiet in your work area, you should be able to use the main vacuum connection under the hood.
The suction noise should be easy to locate in the passenger compartment.
Remember to (key on engine off) slowly cycle the climate control buttons to test all of the pods. :)

on the same Subject, Some of my buttons stick, Is this related to a Vac problem or just a symptom of this car sitting for so long?

The buttons sticking don't have anything to do with the vacuum; you could change the climate control module (either get a new, VERY expensive one, or a used one at your local junkyard), or try and clean it up, get every button out, wipe them clean, look for any gunk underneath, and you're done.
