What would you do if your stem seals looked like this see pic's

You can see the bad condition of my old stem seal. I'm going to replace them. Obvious from the pic's. The roto cap looks good to me but I've never looked at one before, See 2 pics of roto cap. It sits below the stem seal around the valve guide in the hole I have circled in red. I put my finger inside the roto cap and found it is a bearing of sort. It removed easily. ***Should it be a very tight bearing or have a slight movement between the bearings if you wiggle it with your finger in the center. Should the roto caps be changed.

the rotocaps should feel loose and 'wiggly'. They are there to compensate for any abnormal valve spring tendencies (ie.. unevenness). As long as they spin freely, wobble and remain intact, they are fine.

It is nearly impossible to judge the condition of valve stem seals via picture. You can make an assumption based on how brittle they are... maybe.

I strongly suggest you wiggle the valve stems in the valve guides to determine what shape the guides are in. If you suspect that you are burning oil through this region, the issue may quickly reappear after you have replaced the seals. A slight wiggle on any stem means the guide is basically toast.
