rocker arm hex head bolt size?

trying to take the rocker arms off so that I can perform a valve stem seal kit replacement. this is a 0617 diesel engine (84 300DT). 8MM hex head drive seems a bit "loose" though it fits. could it be a 9MM hex head drive?

Im pretty sure I used a 8mm or when I did my valve stem seals.

the bolts seem to be on fairly tight. is it ok to spray a lubricant, i.e. WD-40 or PCB bolt blaster on the bolt to loosen it up?

Yeah mine were tight too, I doubt that PB blaster or WD-40 will help, but you can try it. Just don't fill up the motor with the stuff, wipe off the the extra.
