It goes down all the way when the car is shut down but only goes up one level when turned on. by using the switch on the dash, it goes up one level higher, but no further. any suggestions?

Lube the mast, the resistance to extending is overcoming the clutch in the drive.

It is always the mask sticking when that happens. I always spray the mask with WD40 every month or so.

You can try to spray WD40 and hope it comes out. What I have done in the past is to take the mask out by removing the lock nut at the top. Once the mask is out, then try to pull the antenna section out by hand. If it is still stuck then soak it in penetrating oil for a while and pull again. If it does not come out then you need a new mask. If it does come out then you can lube or sand it slightly and thread it back in. It will be very challenging to thread it back in as the plastic is very curly and it may not thread into the hole. Try to straigten the plastic tail as much as possible. If all fail then you can open up the antenna box. Or get a new mask. It is not difficult to R&R mask.
