Cold spots = blocked flow on a radiator.

Hot spots on injection pump, engine or transmission can indicate/isolate issues.

It can also be used for some electrical diagnosis.

They have the mega $ ones over here on fire spotting aircraft. They do a good job. They can spot a person in the water at sea.
That guy in the first post on your link did a good job, 15 tries to get it to work.
I have seen 'infrared' web cams on ebay, they are meant to work in the dark, some how I dont think they are intended for your application though.
