Dash lights not working 190D
 

No lights anywhere on the dash except the radio. I've been struggling to find this problem for a long time. All the fuses are fine. The bulbs are OK. It appears the previous owner was working behind the cluster because the tach was hooked up wrong. There are also some cables (fiber optic?) that were not inserted into the back of the cluster. Can someone educate me on these cables? I've had the cluster out a few times to fix the speedo, replace the speedo cable, etc. What else could prevent power from reaching the entire dash?
