its a stretched cable. The popper mechanism is nothing more than a spring thats released once the cable is pulled. Its such a simple device that I've never seen a broken one in any junkyard car or normal car.
look under the latch mechanism on the radiator support, remove the plastic box and adjust the tension on the cable. A properly tensioned cable should only take a gentle pop of the handle for the hood to pop, not a pull to full stop.Don't over tension it or you will break the cable and will have to break the grill insert to get in or figure out another way |

i have discovered a few issues:
i have no rubber stoppers. they are both missing. i have two metal screws that end with a flat metal disc. i assume the rubber stoppers surround this metal disc or are attached to them in some way? this means that my hood is in no way trying to "push" away from the body of the car. it also means that it's not sitting even with the fenders and if you push on either side of the hood it bends. the cable is so old that adjusting the tension all the way only minimally increased the actual tension. it pulled no differently than when slack. i think it's just old and used up and i think i need a new one. i assume a new cable is in order as well as finding some rubber stoppers. it's no fun working on a little sunday project only to find out you're not gonna fix it after all...
