Should my '84 300TD be able to start in neutral?

If it doesnt you need to attend to your inhibitor switch on the side of your tranny. It may just need an adjustment or have dirty contacts. Hot dry weather causes all sorts of connection problems.

Yes, it should start in neutral or park. If not, then your neutral safety switch is going bad.
