Sounds like a convection type coolant heater rather than a "water cooler recirculation device" ? Perhaps that is an indicator that the engine block heater is missing its' cord, is inoperable, was never installed and the coolant heater was necessary or needed to supplement the block heater in Alberta! Probably worth checking out even in BC you might need it if/when the glow plugs system fails some day! Good luck with it!

Well being that the car was originally from Cali,it surly never had an engine block heater.As for the device that was installed from the previous owner it had to do with very cold temperatures in the winter time in northern Alberta. I'm not confident that this device was very effective or even good for the rad hoses etc.In my opinion it only heats the lower rad antifreeze,cant go any higher since in cold temp the thermostat is shut closed....Probably some pressure build up happening.So it came off! But here in Vancouver the temperature seldom gets below freezing so that would be the least of my concerns.

I've yet to see a US 603 that doesn't have a factory block heater.

Ive been up and down and all over this engine today putting in my new alternator and new rad,have seen nothing the resembles an engine block heater.

I don't know what a block heater looks like either. All the 603s I've seen have a plastic cap over an electrical connector on the (US) passenger side of the block just aft of the block coolant drain petcock and turbo oil supply line.
