HVAC manifold question

I have a problem with the foot vents on the 91 SDL, I have good vacuum going into the manifold, the circuit is testing good, the vacuum pod is working when I use a manual vacuum pump. When I turn off the ventilation system it have vacuum coming out of #3, when I turn the system on the vacuum falls and the vent closes, am I right in assuming that the manifold is bad or am I missing something?

I had a similar issue in my 85 with the defroster pod. I switchover valve from the JY cured it.

While I was there I pulled a 7 way manifold from a 560SEL. It is nice as it's all one unit with one electrical connection and one vacuum supply line rather than mine which has 6 seperate independent valves.

I pulled it before I knew what I had on mine.

Although I am uncertain if it works correctly, you can have it for shipping if you want it.
