Less time for the Compression to leak off = Higher Compression and better combustion.

How did you get the compression up? If you honed and put new rings in, I would not expect the oil to be coming from bad rings, so valve guides, or turbo seals. If you did not hone and put new rings in but just soaked them, and they loosened up enough to get good compression, then I would say the oil ring may be rather weak.
If He did a re-ring job and the bores were not round they can pump Oil because the New Rings are round and the Bore is not.

In general White Smoke is either IP Timing or Coolant in the Cylinder.

Since you said it reeked of Diesel Fuel you are correct. In the Book I read White Smoke is atomized Diesel Fuel that did not burn at all.

I that large Clouds of White Smoke when I re-installed My Volvo IP and did not get it timed correctly. Very pure white. But, the Volvo Engine does not even have 50,000 miles on the rebuilt Engine Block (bored, new Pistons and Rings, all new bearings).

On an old Engine if the Fuel is not all burning the pressure in the Cylinder is not going to as effectively Push the Piston Rings against the Cylinder Walls to scrape off the Oil. I think that could be the source of the Oil burning and mixed colored smoke.
Injectors Maybe. But, re-timing the Fuel Injection Pump won't cost much.

Thanks to everyone for the replys. I have a lot of things to check.

I did try the same thing as one of the previous posters: Kept the engine just above 1000 rpm while coming to a stop and held it there until the stop light turned green. No smoke. No cloud of smoke when pulling away from the stop light.
