u guys r making this too complicated.... yes, its best to fill the filter with fuel to reduce the amount of pumping of the manual primer pump... once filter is on and somewhat filled with fuel, loosen top fuel filter nut a bit just enough to let air out then start pumping the primer pump. You will notice air seeping out of the nut. You may also notice air in the transparent line between the fuel filter and the IP. Try to let that air come back out towards the fuel filter nut. Once fuel starts coming out, tighten the nut. Pump primer a few more times till you hear a buzzing sound from the IP. This means the IP vent vented.
Try starting the engine. If still having difficulty, repeat above procedure.

Make sure the battery is charged well and don't open any fuel lines,just crank away on a fresh battery with a WOT.
On that vehicle you do not want to crank and open any fuel lines unless you know what you are doing, the fuel in the pump is at a very high pressure,enough to spray you blind if you don't know what you're doing. If seriously de-primed on a car with no hand primer i would with a very well charged battery fill up filter with straight kerosene and crank away.
