Before you give up on the cable try dripping a bit of AFT down it. It's worked well on my other car's speedo cables (helps stop the needle bouncing around when driving slowly too).

Use the right stuff, it wont become gummy or gunk up the cable shaft. You can buy speedometr lube for just a few bucks. Do it right!
