Pretty much limited to the expansion tank isnt it?

I would guess like i said earlier he has been messing with it to much and let the pressure out when it is hot and now when it is cooled down there is a bit of a vacuum on the system and even when it warms up it is not really achieving proper pressure, just a look in ye'old crystal ball though.

... I don't think the cap will allow vacuum to build. most are designed to allow pressure out at set pressure, and draw in if vacuum is achieved.
no way the small amount of air chamber in these cars, if exposed to vacuum would account for even 1/2psi of pressure relief from heated water expansion... that stuff REALLY builds pressure.

more likely, there is a pressure leak he has not found. likely he needs to pressurize the system with the coolant pressure tool, and search for a leak.
