Has it been established whether the OP's Euro has a manual system or ACC?
While my '84 non-turbo Euro 300TD has the manual heat-AC system like a 240D, I believe the ACC system was optional on Euro models, as I saw an '84 non-turbo Euro 300D in the Virginia Beach Pick-N-Pull last year with the ACC system. I don't remember if it had an aux-pump. Happy Motoring, Mark

regardless of the pump, if both your heater hoses are good and hot to the touch after full warm up, it's likely vacuum problem. if they ain't hot, then r&r t-stat, check heater control or mono valve, whatever they got (i don't remember off the top of my head), most default open. flush coolant and maybe run a garden hose in the heater hose to make sure you got good flow through the heater core. then retest.
i have seen people put card board in front of the radiator to block air flow, but that kinda scares me it'll over heat.

I did the cardboard in front of the radiator and it got the temp up to 80C but I'll be looking into the TStat once weather is more favorable. Even with the cardboard, though, my 300D still runs a bit cool.
