Weak Rear Window Defroster defogger

My rear defroster is having trouble keeping up when it's 20 degrees or lower like it is today. It heats up, but does not really melt the snow and ice. Would replacing the relay provide more heat, and if so where is the relay located?

I believe that it is listed in the manual as a rear window defogger, and it really only melts moderate ice in weather like this.

If the relay is working, it's working. How is the car's voltage? The voltage is notoriously low on these cars when idling with accessories on, which at this temp usually includes the rear-defog, mirror de-ice, washer nozzle heat, heater blower, lights, radio, ... will de-ice better when running at high enough RPM to develop the proper system voltage.

The relay IIRC is in the large "cube" in the middle of the relay array aft of the fusebox, called the convenience-control I believe.

I agree with babymog. The Ice and Snow need to be scraped off first and after that hope for the best.
If there is an issue with corroded connections that would restrict the current flow.

Battery is new, car is starting good, so I guess I have all the power I'm gonna get!

A new battey is only 12 or so volts, a proper charge is 13.4v and above (can be as high as 14v).
