aren't there places on the housing that need to be assembled with anerobic sealant?

It doesn't say anything about a sealant in the WIS.
It has a new thermo cover and gasket, and it was not leaking from there to begin with. So I don't think that's the problem

Fixed it, a small Christmas miracle, turns out I did not do a good job removing the old gasket material from the crank case. In my defense, after 240k miles it was really hard to distinguish between the two, the gasket had solidified to the point scrapping it with a screwdriver didn't even etch the old gasket. I had to use a razor blade to get it off.
With that done right, no more leak. Thanks for your help guys.
