Interesteing but hard to discuss as the article lacks details and is poorly written. If there are no appropriations, it means nothing. Furthermore, it won't get voted on until a new Congress is seated and we all know Repubs picked up a fair share of seats this time around - so read into that what you will.
If you want my opinion, it is a waste of time - literally. If you are concerned about cleaning up the air, there are probably better area to focus on. When it comes to cars and trucks, as I see it, you make the changes today for the cars to be made tomorrow. Why would you waste your time on cars made 15 years ago - their numbers on the road are dropping off significantly. The few of us that maintain older vehicles are a drop in bucket when it comes to harmful emissions. I bet that over the course of one week an unregulated coal burning plant probably puts the whole lot of us to shame when it comes to filling the air with crap.
