W123 booster hose dif vac readings, pump gone bad?

I know one of the nipples on the vac booster hose puts out more vacuum than the other.
On the one nearest to the firewall i have 18-19 and on the other i have a meak 5-8, is this a bad hose or a leak somewhere? or a bad pump
1982 300d, i believe has the piston pump, are these rebuild able?
