Problem solved

I took the regulator out and the old brushes where very short (3mm in the middle). Replaced it with a new Bosch ($42 Cdn at the dealer), and all is well. I couldn't get the tiny screws off the old regulator to replace the brushes, and didn't have time to go to a junkyard. The battery shows 13.90/13.89 volts at idle with the headlights on. Thanks for the help guys.
