Tensioner Pulley Question-
for the 190d2.5td, when the tensioner pulley is out of alignment and I can hear the squeeking of the belt, is...
-the actual bracket bent? or -is it just be bolt that holds the pulley bent? does the radiator really need to come off per the fsm?

No the radiator does not need to come out, take the belt off and check all the pullys to make sure they all turn freely.

the tensioner pulley position is not square with the other pulleys. is the pulley bolt bent or is the whole bracket bent? there is a big difference in cost between just the bolt/pulley vs the whole bracket

more likely you have bad bearings in the pulley or the tensioner arm.

Sounds like the tensioner arm bushing is bad/worn, but it could be the pulley. See which one is loose with the belt tension off (takes less than 2 minutes). In rare cases the front cover can be broken, or the bolt loose at the pivot, rare.
If you have to change it, your car has a removable upper radiator brace, remove it so that you can tilt the radiator forward for more clearance. I replaced mine without removing the radiator, not sure why the FSM would say it needs to come out.
