My '96 doesn't have that chip, but I don't know exactly when it was introduced.

Turn key to pos 2 with hood up and drivers window down. Listen for the "Click" of the Shut off valve openning on the side of the IP.

No click, no start.

AFAIK, electronic key was introduced w/97 model. All 1996 cars should have a purely mechanical key starter switch. Burned contacts or other damage in this switch will cause failure to crank.

I truly appreciate all the help and suggestions. Sorry I have not answered in a while. I had a small fire in the home that we have been dealing with.

I do hear the "click" when in the #2 position.

No one asked:

Did you pull codes?
I have not because it is under my carport and was trying to avoid having it towed to a mechanic again.

would be cheaper to just buy your own code reader. obd2 readers are inexpensive, and darn near impossible to troubleshoot a 1996+ car without one.
