There's an adjustment for the wastegate spring. The procedure varies depending on whether you have the Garret or the KKK turbo. I've never done either, but there are probably old threads on the subject if you search.

I agree,but I'm only hitting 20 under extreme load. Like I said, punching it to the floor etc, it will only hit 17. But it spools much faster now etc. at 2000 RPM I'm already at 10. I watch it while driving, doing 80 (3100 rpms) under load it's hitting 12-13 which is where I normally drive the car.

Yep, its just as stated above. A 10mm wrench and an allen wrench to loosen the wastegate nut. I took a 10mm 3/8 drive socket and welded it perpendicularly to the end of a solid steel 6 in rod as a "special service tool" because of confined space. The allen wrench goes right through the drive opening of the socket, so you can keep the lock nut and allen wrench from turning with one another. My boost gauge was installed to use as a monitor as I adjusted it in increments. Adjust, drive, adjust, drive, adjust drive...until I had it right. I cannot remember if tightening it or loosening it made boost increase, though...been awhile. Dont burn yourself.
