Set your multimeter at 20 volts. Turn the key to the glow position. Put on probe on the tip of the plug nearest the firewall so it contacts the wire coming to the plug from the relay, put the other probe on the block. If the plugs are getting power it should read 12 volts.

You can check the continuity thru each plug by putting one probe on the inlet wire and one probe on the outlet wire. Put the meter on ohms.

I took out the glow plugs from both my engine and my spare parts engine. I cleaned them up and determined the five best looking plugs, put them back in and magic... orange light comes on... glow plugs heating up... and beatrice back on the road. thanks again!

A better way would have been to put an ohmeter on the two different connecting points on the end and test for continuity. No continuity=bad plug. I'm pretty sure they can fail internally as well as burn out a loop. You can do the test on the remaining plugs to figure out which one(s) was bad.
