2012 ML350 BTC Voltage

I will be installing a ham radio transceiver in my 2012 ML350 diesel. Before starting I monitored the DC voltage at the cigar lighter sockets on the console and rear panel. The voltage ranges from 12 to 14.7 volts and it seems to vary independantly of the engine load. Since my radio expects 13.6 volts (common voltage in my other cars) I need to determine if it's normal operation or a problem with my charging system. Do the diesels have a different charging system than gas cars?
