Sixto's information is better without the snarky undertones.

The Mercedes service manual states the 603 should make 14psi at 4,000rpms in 3rd gear.

Will your car smoke at big rpms?

What I thought was a cooked turbo on my 603 recently ended being a loose wastegate. It did *NOT* fall flat on its face at 2500RPM, it was flat all the time.

You said you tested exhaust pressure and it as 2-4psi? At idle? Revved?

Power brake with the boost gauge and exhaust gauge hooked up and see what happens when you hit 2500rpm.

As you have changed the IP this eliminates all kinds of possible sources of issues. Have you checked your IP timing (I am assuming you did after the swap)?

Have you unhooked the vac line to the transmission? Does it keep revving past 2500rpm just no go? (Just wanna eliminate and obvious trans issues).

2500rpm in first?

layback40: I'm not sure its the turbo either. The car kinda acts like its starved for fuel, but I never had a wastegate problem and thats why I don't know how it would behave if it were the wastegate.
dieselpaul: My car revs freely past 2500 and smokes at big rpms in neutral, but it won't go past 2200-2500 in gear driving.
winmutt: The exhaust pressure didn't seem to change much as I reved it up in neutral in the garage. It was maybe 2-4psi which I kinda took as a good sign for no blockage.
I did not change the ip.At your suggestion I removed the vac line to the trans., but no change.
My next move is going to be to to replace the pressure relief valve on the ip with another (used) one that I have sometime in the next couple of days, and I'll report back with the results.
Thanks for the suggestions.

Check IP timing.
