Some success

I removed the chain tensioner and got enough slack to jump the chain one tooth at the cam. The result was the cam mark lines up with the cam tower at approx 2 deg after TDC. This is close enough for me. The IP timing moved from 11 deg before TDC to 8 deg before TDC. Logic tells me that it should not have moved at all but at least it is in the correct direction. I will try to get the IP timing moved now. The upper guide rail is broken at the pin , I have removed the broken piece but cant figure out how to get the rest out and a new one in with the cam sprocket in place?? Cheers Dan

Got the cam timing down to a couple of degrees past OT which might have been the result of chain stretch. The IP was off by 24 degrees as well this required moving the chain another tooth at the timing device. The piece of information I was missing concerns the guard pin behind the vacuum pump gasket. You can not jump the chain without moving this pin there is not enough room. This means that someone put this together wrong since the chain can't get by this pin. Had to replace the upper guide as well but that was the easy part. It runs smooth and with no black smoke now. Tomorrow I will get a permit for it and get it Aircared then I am good to go. Thanks for all your help and suggestions. I still can't believe it would run if the IP was 24 degrees off. Cheers Dan

just how many degrees retarded will cause smoke at idle and low throttle? it doesn't feel sluggish as far as i know... it just smokes at idle and low throttle, kind of embarrassing.
