Cruise Control: Sign of a Bad Amp?

I'm in the process of making a reasonable effort to get the cruise control up and running on the 91 300D that I'm selling. In my limited experience with the cruise systems on these cars, I have found that, when an amp has gone bad, there is at least some responsiveness: might engage for a couple of seconds, might behave erratically, etc...

But on this system, there is absolutely no response at all...NOTHING. Fuse is fine.

My question: have others of you seen this symptom (that of no response at all) and found the cause to be a bad amp?
