Maybe....but if his commute is all stop and go and if he accelerates hard all the time it might be running fine. I think low teens for that car in town would be normal.....high teens to low twenties highway.

That's reasonable. If I get to the point of test-driving a car I usually show up with cash in hand, so I can buy it on the spot.
