It only takes 5 minutes to test the glowplugs. I'd test them before you replace them all. You may only have one or two out. Precise diagnosis is almost always better than a shotgun approach. Pull the harness at the relay and check the resistance on each wire. If you find high resistance on one, leave the harness unplugged and test directly at the glowplugs to confirm the bad ones. Then replace the bad ones.
On my daughter's 84SD, one bad glowplug will result in hard starts below 20 degrees.
