At the temperatures you are suggesting two hours may not be nearly enough block heater time. An additional stick on oil pan heater might help as well. Those are really cold temperatures.

+22°F this morning. 300SD starts instantly just using the Diesel Kleen Anti-Gel Additive...FWIW

Suspect effective compression. I've started down to 15F with glow problems and good compression. At -10F, I needed a hairdryer to warm up the torpedo heater I used to warm the car. To go much colder. Besides 0W40 and block heat to aid cranking and limit charge cooling, I would look at bodging in a inlet heater grid from another engine:
BWD AIH101 - Diesel Air Intake Heater | O'Reilly Auto Parts There's an intake temperature below which you should not be able to attain autoignition temp with even optimistic compression.

Off topic a bit... I have seen propane tanks wrapped in electric heat tape, charcoal fires under bulk propane tanks and other strange things when it gets so cold (-25 to -30 F) that propane has difficulty gasifying. (Propane used as the heat source for houses.) The Mongolian engine heater may look strange, but when it's really cold, folks will try anything... and surprisingly it works... until the oil from the drips burns.
