240d injector pump ADA question

My 83 240d has a good amount of whitish gray smoke. It starts readily, idles smoothly and quietly but after the glow plug cycle, smoke appears and is pronounced when revving the engine.
I have:
-adjusted valves
-set ip timing to 24* (drip)
-corrected chain elongation 4* woodruff key
-filters changed
-rebuilt injectors @130bar, good atomization
-cold compression 300# all cylinders
-hot compression 350-375#
-good vacuum
-minimal blowby
-plugged egr lines for testing purposes

When turning the screw on the ADA unit I cannot get black smoke even at full stop (anti-clockwise). The unit seem to function as there is lower power at full clockwise. The idle raises at full anti- clockwise. I am under the impression that full stop anti-clockwise should produce black smoke. Does this point to a problem with the ip and/ or ADA?

The ADA only reduces the amount of fuel, it cannot increase it, so no black smoke.
