'80 300TD slipping in 4th

Slipping in 4th, not flaring, although there is some at 2-3 and 3-4. Slipping occurs when the engine is loaded, primarily uphill with too much throttle. It will also slip on the flat with too much throttle. This slipping occurs long after the 3-4 transition, whether there is a flare or not.
What should I look for? I don't want to wait for major damage. Letting up on the throttle stops the slipping.
Transmission fluid doesn't smell burned, very clean. If the rain will let up I will disconnect the modulator and see how it shifts.
Good ideas appreciated!

Green "dashpot" needed!

This car is a recent purchase. It's my daughter's daily driver.

Looking over the under-hood situation, I find NO green dashpot (damper) for the vacuum control valve! Good news- vacuum control valve looks NEW. Possibly not hooked up right. The VCV output looks to be running to the cabin... Searching for diagrams...

The 1980 -300TD is probably vacuum-only, so if the vacuum is not adjusted correctly, strange things will happen to the shifting. The green dashpot is a later addition, certainly install it, but the absent of the dashpot does not cause slipping.

I thought I had read that somewhere...

...that there was no green "dashpot". There isn't a "bowden cable" either, so I imagine that the vacuum delivered to the modulator will be that much more critical. As soon as I am able I'm going to hook it up according to a diagram and start checking vacuum readings. It's just sad thinking about that new- looking vacuum control valve hooked up to nothing but the door locks-or whatever it may be connected to in the cabin. No wonder the PO was grumbling about the shifting! I did pull the side cover off the VCV and it has an adjustment feature. The inside look clean enough to be new from the factory.

Vent line for VCV typically terminates in the cabin.
