Are you sure this car is an 87 ?
It should be a 603 all this electrical stuff should not apply.
You said before it would not run on WD40 ~ that makes it look like a mechanical problem.
You say that the mech said it would run on ether. That is not consistent with not running on WD40. they basically do the same thing. Just the WD40 is not so aggressive.
No compression test results makes me think that the "pinging" noise has been ignored.
There are way too many inconsistencies & missing information in the description so far to provide proper diagnosis.
Has the car been or was running on an alt fuel?

What layback said and adding that a puddle of liquid from the tailpipe seems to be ignored, too. If you haven't already, I say pull the crossover and spray WD40 directly into the intake manifold. If it doesn't at least fire then, I would definitely suggest a compression test...preferably performed by a different shop.

Pool of oil out of the tailpipe on the ground is the signifigant clue that for whatever reason the mechanic has ignored. He appears not to be alone.

This is far from normal in my opinion. Source of oil is the engine itself or the turbo. I can think of no other but it is getting late here tonite.

.I think you have other fish to fry than the fuel supply. If this if also a dysfunction it may be a later self or mechanic afflicted condition. Or a failure in common with whatever is/has causing the oil puddle.

I would pull the first injector or glow plug on the first cylinder. Crank the engine and see if raw base oil is blown out while cranking. You might have a total failure of the head gasket between the passage to the head and the first cylinder. Although I would have thought the engine would still have run with a lot of smoke on the highway.
