95 E300d electric issue?

I made a thread about a possible OVP relay problem a while back, but it turned out to be what I thought was the alternator, so I went ahead and replaced that. I was getting no air but a high pitched squeeling from the dash, and ABS+SRS lights on. Everything seemed all well and good after the new alternator until two weeks later when my symptoms reappeard, well turns out the blower motor was indeed shorted out and partially fronzen up, so I replaced the blower motor, pollen filter, and blower motor regulator.

Now for some reason, with all new parts, the blower motor on blows on high, even with a new push botton unit in the cabin, but oddly enough the old blower motor will run on any speed as long as you start turning it by hand. I've tried two motors and two regulators, but no luck. Any ideas what could cause this?
