85 300TD. Key in on position shows normal idiot light function, but apparently no power to windows, gauges, turn signals, or 4 ways. Wipers work. Car starts and runs fine. Any ideas out there?

Did replacing Fuse #12 with a good Fuse and maybe cleaning the terminals fix the problem?
