brake pedal not returning

Alright guys i know this isnt right place but ima try.
I just bought a chevy t6500 has CAT 6.6 engine, has brake problems and making me crazy.
For ome reason brake padel doesnt return all thr way, i mean it returns but not all the way, and if i dont pull it up like 3/4 inch( thats max i can pull it up) it wont go.
I have pull it everytime after i press the brakes.
If i dont do that it will burn my new brake pads n rotors.
I've changed the calipers rotors n pads.

This sounds like it's a more commercial system... Air over hydraulic? Maybe your master Cyl is going out. only thing I can think of

Your brake booster has a leak. That is why the pedal is not returning.

Is there a Pedal Return Spring that is broken or missing? Maybe something needs to be lubed.

This is what was in a Motors Manual in the power brake section for Bendix Diaphragm Type -No or slow release; Pushrod Adjustment incorrect; Linkages binding and Return Spring Defective.

i fixed it today, so i checked for leak or any broken parts.
everything looked ok. first thing i found was the spring was off, idk how it came off.
i put it on, drove and it was still doing that.
there was like 3 adjustable links from brake pedal all the way to hydraulic so i just adjust it a little bit .
drove it after no problem, everything is fine now. thanks guys
