New info on my problem.
I have found that my IP does have a emergency shut-off, but the lever is missing from the shaft. When I turn off the key, I can turn the shaft down with locking pliers attached, but it does not shut down the engine. When I turn the ignition key to the on position, then the shut-off valve turns the shaft, and the pliers are lifted up to the top of the stroke of the shaft. So the shut off valve (which will hold vacuum) IS WORKING! However, when the key is turned off without the locking pliers on the shaft, the shaft does not turn to the bottom position. I can turn it to the bottom stop with my fingers, but it is not turned to the bottom position when the valve actuates? Any ideas on what might be wrong internally? Any ideas on a fix?

seems like a jammed rack. If the SOV works and the shaft moves but the rack does not drop to no fuel then it can only be that the rack is jammed - a poster did post that he could not get fuel out of the pump due to a jammed rack, it could be the opposite here.

Is it possible for the SUV to fail in such a way that it hold vacuum but isn't pulling back on the control rod? Removing the SUV and testing it would indicate if the control rod was moving or not.

More clarification on my problem
No, the pliers will not stop the engine when pushed down. The bar on the valve is moving, because when I shut off the switch while the pliers are on the emergency shut off valve shaft, then the pliers drop to the shut-off position, so I am thinking something is stuck in the "rack" as someone suggested.

Problem Solved!!! Thanks to all!!
Thank you!! to all of you who made suggestions about my problem with the shut-off valve. The problem has been solved. When I took the valve out of the IP, I found that the tab on the bottom of the valve was on top of the inside portion of the manual stop lever rather than in the slot in the inside lever. That allowed the stop lever to go down when the valve was actuated by turning off the ignition switch, but not far enough to shut off the fuel. It also prevented the stop lever from being depressed far enough by hand to stop the fuel. I put it back in with the tab in the slot of the inside lever, made preparations to stop a run-away if need be, and started it. Now it shuts down fine with the switch, or with the lever.
