78 300D Hot on Long Hauls

On the highway for hours on long trips, the car gets hot inside. AC removed- windows open. The heater vents are putting out a little heat and the center of the car is hot from passing engine heat through the hump.
Is there something malfunctioning in the heater system that is not stopping hot water from circulating in the heater core, with heater in off position? Any way to reduce engine heat in the cabin?
