81 Fuel Injection Pump Vacuum Control Valve Question

I had to replace my 81 240D shut off valve, while I was doing this I was checking the vacuum lines and noticed that I wasn't getting any vacuum from the injection pump control valve. I ordered a replacement.

Question: The new one has all three holes open, the one on my car has a cap on one of the holes. Do you I need to plug the new one?

Look on the upper Cross Member that is in front of your Radiator and see if there is a sticker with a Vacuum Diagram.
