If you're in the US, you can go to epc.startekinfo.com to register for an account. You need a credit card to prove US residency but there will be no charges. Enter the VIN in the EPC application and view the datacard to see the list of option codes. This is how to decipher option codes - Any able to read a data card?

Try the Russian vin decoder if you don't want to put your credit card online.

That site is finicky and some options lists are incomplete compared with the EPC. Maybe it's better for cars I can't afford. The other Russian site was better.
