I have read the Manual but from what I see in the area I live in and My Particular GP Relay My Glow Plug Light says on for 10 seconds or less but if I leave the Key in the Pre-Glow Position the total length of time the Relay is activated is about 30 seconds, reguardless of the Temp.

In the exmple above you can see from your experience that the GP Lignt is not an accurate indicator as to how long you should Pre-glow. I know even at about 42 degrees F on mine I start easier if I ignore the Light and just continue to Pre-glow longer.

isn't there also a pre glow sensor on the thermostat housing, not sure if this might be the culprit but worth checking out
