190D center dash vent????? Help

Is the center vent supposed to direct heat into the car or is it for A\C? Have not had the car long and it was not running when I got it. Right now only cold air comes in if it is openned. Is it to be vaccumn operated? If I have heat on I only get cold thru this openning!

If it follows the same logic as my E300, in automatic mode, only cold air comes from the middle vents. Heat comes from the floor and side.

And, the foam seal on the damper rots out so cold air leaks by it in the middle of winter. I have to fix that on mine.
