I removed the plug from the ignition switch and the issuer persist. Which would mean it was something downrange from the ignition switch, right?

What is between the engine bay and the ignition switch plug that would control the key on accessories for only key position 1 staying on? I verified it was not just the radio by testing the switched power wire on a volt meter. Still getting power no matter if key is in or out.

What else could it be?

Sounds like your radio was directly wired to the vehicles # 30 always hot circuit. Have you followed the power lead from the head unit to wherever it's connected?

Audio installers often tap that circuit before the ignition switch, somewhere in the vacinity of the headlight switch (there is always +12 volt power to that switch) or they run a fused wire into the fuse box and connect somewhere.
