I finally got around to removing the driver's side tail light assembly and figuring this problem out. The blinker lamp is inserted in a plastic socket with electrical contacts that became, over time, distorted so the one "fell" off the end of the tail light fixture electrical contact, and bridged across to the next one. By bending it back so that once inserted it did not "fall" over the edge of the mating contact on the tail light fixture the problem was solved. Cruise works, and there is no odd throttle reaction to the blinker.
Oh, and the brake light works again! Jim
