turbo trouble!

I have concluded that my 87 300D needs a new wastegate actuator; but i am having trouble finding one anywher. any suggestions? also what kind of actuator will I need, thanks.

well my brother in law used some sort of pressure operated tool on it and he told me that it is frozen.
