Stuck like Chuck

First time I took an instrument cluster out but did not gain much progress on the ignition.

How does one remove the lock cover if the key will not turn to position "1" to unlock the detent? I believe the detent is what is preventing the key from turning all the way to position "1". I am following 46-640 from the service CD and from what I can gather my next move is to get a metal drill bit and start going to town. Any suggestions on the best locations/angles to drill to remove the cover or pictures of such a feat?

The Lock Tumbler has a block of metal that rises up into a slot on the Lock Cover/Tube. If you cannot get the Lock Tumbler turned into the position that allows you to insert the Paper Clip and lower that Metal Block the Lock Cover/Sleeve is not coming off.

That leaves you with 2 options. Drilling through the Lock Tumbler and hoping that allows you to remove the sleeve or grinding down or Drilling the Pin that is on the Bottom of the Steering Colum Lock so you can pull the whole Steering Colum Lock out.

More detailed info on that is in below links:

The good news is I a not 100% sure but I think that on your 1980s Model I think you can remove the Ignition Switch Electrical Connector and the Ignition Switch with out have the Lock Tumbler turned in that disassembly Position.

On later models like My 1984 Ignition Switch Electrical Connector is locked in place until you get the Tumbler in the disassembly position. And, that means you cannot get at the Screws that hold in the Ignition Switch to remove the Ignition Switch.
